The NHL won't let any team use the pick to select anyone, so I see no advantage for any team to trade for it.
Lottery percentages technically don't get skewed. If New Jersey wins the lottery, the 1st overall pick will be forfeit, and the first player to be picked by the next team will be officially known as the 2nd overall pick.
If the lottery were to happen today New Jersey only has a 4.7% chance to win it. So I suppose there is an extra 4.7% chance all the other teams below New Jersey they won't move down one spot.
