Legalize it, put it in liquor stores and tax the crap out of it. Treat it the same as liquor in the workplace "Hey you smell like burning grass, your fired"
Make it illegal to sell it to minors.
Take a percentage of the tax revenue and put it towards drug treatment for more serious drugs.
If you want to grow it and sell it you have to have a license, you can only sell it to liquor stores and if you sell it to anyone under the age of 18 its a heavy fine.
