Most likely West Village, because it'll have the space for the Flames to make the two new venues, plus more such as commercial, retail, & residential; making it possible for Flames owners to gain profit from creating a regional district.
With that in mind, the Fire Park location is the most unlikely, and undesirable. Even if they were to attempt to make a district there, it's distant from downtown; so return would be less since consumers would be less inclined to visit the area, and spend within it before and after the games.
