I bet this is the reason that O'Brien's demotion and Breen's promotion were announced separately:

If they waited until after 5:00 EST (3:00 MST) to file Breen's recall papers, they get an extra roster day out of him. He can stay on the roster for 30 days (cumulative) or 10 games played (cumulative) before requiring waivers again. It probably won't make a difference, but there's no point in wasting a day when today was their off day anyway.
