There's a certain number of tickets that are put on hold for use of the visiting team and NHL officials (I think the number is somewhere around 100 pairs). They have to be held until, I think, 1:00 p.m. on the day of the game. You're allowed to call a game a sellout if these tickets are unused and not purchased once released to the general public.
