I guess it just seems weird. I am not saying Nenshi or councillors should be commenting and maybe they can't, but surely someone at the city could provide some information and insight?

While this is true, they are probably deciding on a course of action - however, commenting on current employees and the potential disciplines they received would not have been under the scope of the arbitration nor would the city be be wanting to comment on that without consent of the union.
The union statement is very carefully worded to avoid placing most blame on any individuals (members) but rather focus it on the organization itself. There is a difference here.
