I believe it is measured after first bounce. So the court material comes into play as well as the ball structure. Different tournaments have different balls so the react faster/slower with the surface

This is why Davis Cup is so interesting because they choose courts that are best for the home team. For example Canada plays on carpet because it is the fastest surface for our big hitters
