I'd say because the coach affects the outcome of games outside of the game itself.
He's hired to help the team via practices, video review, theory, strategy, etc.
His job affects the play of the players in their preparation, and then guides their execution during the actual game.
A player's job is to follow the coach, that can be done without the coach behind the bench.
If a coach was suspended just for games, he could run the practices, set the strategy, go over the video, and tell the assistants what he wants to have happen during the game. The assistants can then just follow the game plan and contingencies outlined by the coach.
If a player is suspended for a game, being in practice doesn't have the same impact as if the coach is/isn't there.
