The key for Monahan is that a player must be on the AHL team's roster at the NHL trade deadline in order to play in the AHL playoffs. Every year, because of this rule, we always see a bunch of teams do "paper transactions" where they assign a player to their AHL affiliate in the morning of the trade deadline, then immediately recall him once the deadline has passed.
Ottawa's last regular season game is March 16, so he would not be able to be sent to Abbotsford on March 5. So, assuming that link is accurate, he will not be able to play in the AHL playoffs this year (he will next season, if they choose).

My understanding is that Monahan CAN be sent down once Ottawa's season is done. I think they'd need to do a paper transaction to assign him back to the OHL, and then he'd be able to be shipped up to Abby.
