I would tend to agree. People look at the central scouting ranking and based on those rankings come to conclusions like why didn't my team select player X, or my team made a steal by selecting player Y.
I would be interested to know the difference between the big risers and the big fallers at the draft. I am almost starting to think that a big riser is more likely to be a good pick than a big faller.
I seem to remember Derrick Morris being a really off the board pick. The Flames picked him 13th?ish and he was rated as a 3rd rounder. Looking back on that draft, he is arguably top 5. (Kelly Kisio scouted Derrick Morris BTW)
But I think it would be interesting to look at the risers and fallers in the previous drafts. For every Kabonov there is a Tanguay, and for every Morris there is a Hickey. But I would suspect that the risers have done better than the fallers. Look at Seth Jones.
