I think one way for some of these constantly hard-hit communities to better manage the snow issue is for their Community Associations to hire/buy their own snowplow truck to supplement the city's own system. This way they would be able to get to all their little streets and cul-de-sacs the city would never get to.
They would of course have to pay some sort of additional community-tax, but hey, user-pay. If you want more service, it's not going to be free.
