The reason Edmonton passed Calgary in 2005 was due to two events: the inaugural Grand Prix of Edmonton and the World Masters Games. While neither are glamourous like the Olympics, both attract huge numbers of spectators/participants.

Not sure that has much to do with it. The figures aren't from 2005, they're from 2004. Which again begs the question, why should we care about this.
