How would a division of provinces help? Let's say they have 100 people; so Alberta gets 10 of them. How would it be faster to have a pool of 10 people for 3 million, than it would be to have a pool of 100 people for 30 million? In fact under your scenario you could have the 5 Saskatchewan people sitting there bored while the 10 Alberta operators are super busy.
