I still think it is an uphill battle to put minor pro into established junior markets like Kelowna or Saskatoon. Different levels of hockey that attract different fans with different costs to owners. I believe its been mentioned that the Blades owner has territorial control of Saskatoon with the respect to their arena and he has no interest in the AHL. I imagine it would be similar in comparable markets.
