Let's say everything did actually happen as reported. If I was the mayor of Buffalo I'd agree to it as well.
Let's say Iowa says to me in March of 2004 "Hey Ken, if you can make it so the Flames make it to the SCF, I'll give you a million dollars." Why would I turn that down? Yes, I have absolutely no way to ensure it happens, but then I could sort of hold him to it.
In the same way if the Sabres didn't lose then Ottawa would owe him nothing. But if the Sabres went into the tank on their own; he'd have something to hold over the Ottawa mayor's head.
I still don't entirely believe it; but I also don't see that even if it did happen; why it was a bad thing by the Buffalo mayor.
