As for those hoping it'll be rolled into PS+, my guess is that's almost impossible. The debate seems to be around how much extra it'll cost, not if it'll be included. The bottleneck will probably always be dependent on the individual users internet connection.
They haven't released the speeds needed for a solid experience yet but I am guessing it would need to be decent internet connection.
No chance it is rolled into PS+, my guess is it will likely be an additional feature you can add to PS+ for around $10.
