Also, junior hockey has been big in Canada for as long as hockey's been played. For whatever reason, we've always preferred the juniors to minor pros in most cases, and that has been true for a century. So we had the basis for it, the Punch-Up in Piestany made people take notice, and TSN did what TSN does.
