The CHL guys need to be signed by June 1, I believe, or they'll re-enter the draft.

Gilmour was drafted after his freshman year, so as long as he plays all four years of college, his signing deadline will be August 15, 2016. If for some reason, he leaves college before the start of his senior year but doesn't sign with the Flames, they will hold his rights until June 1, 2017.

I believe that if Rafikov continues to play in Russia, the clock never starts ticking on his four-year signing deadline because there is no transfer agreement in place with the KHL (that's why Ramo is still considered a 4th year pro despite playing his first NHL game seven seasons ago).
