Bouwmeester did take a discount but he seems like the kind of guy who values stability over extra dollars. He was probably happy to finally be in a situation where his skillset was wanted and appreciated. Not to mention being on a contender finally and multiple shots at a Cup.

I think Bouwmeester was happy to submit to a lesser role and lower pay cheque. He seems content to be the number 2 guy, and in a situation where that role is clearly laid out he is excelling. Being in a market where hockey is clearly not the top game also helps too I think. The second he has pressure on him to be the man he's uncomfortable. He's the type who needs comfort which he never really had in Calgary.
Phaneuf is the opposite he wants to be the man. But he has had issues filling that role. But I don't see him ever being a guy who would accept limitations and take less to be on a better team. Ultimately that might be what results in a career of playing on mediocre teams.
