Here is a question: is the reason Byron hasn't been up on the big club for the majority of hartley's tenure because he received the Blair jones blacklisting treatment?

I don't think so. Paul Byron didn't show enough before to warrant a full-time NHL gig with the Flames. He wasn't using his speed and just comfortable playing on the 4th line. This last call-up was 360 turnaround for him. He's been playing with a lot of confidence and using his speed. It helps too that he played some grea hockey before they left on a 5 games road trip.
