Common sense should dictate. When no cars around, go ahead and cross the street. (jaywalk). When cars around cross at the crosswalk. As far as giving out tickets for failing to yield to a pedestrian, I have mixed feelings. A pedestrian should in no way be put in danger when crossing at a crosswalk. However, as the law reads now a car cannot cross the crosswalk while the pedestrian is in the crosswalk no matter where the pedestrain is. So you can get a ticket for crossing the crosswalk in your vehicle when the pedestrain is already half way accross. This does nothing to expedite traffic problems.

Also it ticks me off when pedestrians take there sweet ass time to cross, counting the cracks in the road while they are crossing. HURRY UP!!
