Wouldn't matter. Person making the left turn has to make sure the way is clear because they don't have the right if way. It is not relevant that the other guy was an asshat who changed his mind. An unsafe left turn was made.
Know a couple of people who got into accidents just that way turning left. The guy who changed mind and went straight thus hitting the left hand turning vehicle in both cases was honest that they changed their minds and were apologetic. It was still the left hand turning friends that were at fault.
Remember the only thing you can control is your own driving. Never assume the other guy is going to do what you think or what he is indicating. It's the first sentence in any drivers ed class.
