I think it is only from the far right or left lane that you can turn but if not my life could be easier.
No if i'm not mistaken all three lanes can legally turn left on a red (this is what i think your asking) after coming to a stop. Same scenerio on 9th ave at 3rd street but there's a sign saying no left turn on red.

From transportation alberta, nothing about duals but same as dual right hand turns on a red i imagine.

Left turn at red light Unless a sign
prohibits the turn, the only left turn
permitted at a red light is onto a one-way
street from a one-way street. This turn is
only permitted after the vehicle is brought
to a complete stop before the stop line or
crosswalk, and if the turn can be made
safely after yielding to other traffic.
