No, it counts against the cap, but you can exceed the cap by the value of that player's contract while he is injured. If you use a $2M player to replace a $4M player, you don't gain any benefit from the $2M difference. If a team is under the cap, both players' cap hits count in full with no LTIR relief, so it actually helps a team stay above the floor.

At one point this season, if you checked CapGeek, the Flames' payroll was 30th overall. Since then, they've had the Smid trade, and the injuries have piled up, which moved the Flames up the list.
