I doubt the "unsavory" crowd are hanging out in that portion of town because the C-train is free.

This seems more to me like they are trying to justify getting more revenue from the C-Trans, but giving some other excuse so it doesn't seem that way.

I could care less, the free fair zone is a nice thing to have, but it doesn't affect me. The only problem I have with it is that they aren't calling it what it is.
