Jones simply does nothing. Not crashing the net, has the worst hands on the team... his only asset is his shot, and hits confidence is too low to take advantage of it right now.

The difference between the two in salary is less than the absolute minimum you can pay an NHL player, so yes, it's insignificant.
Jones plays with significantly more effort than Tanguay, and while not currently productive, is still able to produce at a similar rate as Tanguay (sans Iginla). Add in the fact that he played with more gumption in the his pre-injury stretch than Tanguay EVER has, and the answer is obvious to any logic driven human being.
