I pretty much count on having my hand on the horn when I approach one of these since so many people seem to think it's a variant on a stop sign. Yesterday trying to leave Westhills Mall the car in front of me came to a complete stop, waited until the nearby traffic light changed so there were no cars in the other lanes, and then proceeded to stay in the right lane and turn right after anyhow - it's not like he was even going to change lanes right away and had to wait for an opening.
