When they originally announced the different module release dates, it was well before they had complete crowd funding for everything. The original intention was for the dogfighting module to be more of a stand alone promo piece, to get investors to pony up the rest of the cash. Once it became clear that they didn't need any actual investors, Chris Roberts thought it was pointless to dedicate resources on an alpha module that wasn't connected with the full game
So now they're creating their own netcode to run the dogfighting module on instead of the default Crytek netcode, which includes setting up the entire server backend to run it from. That's what is going to take a couple of months to build, but once it's done it should enable the future modules to be completed faster
