My personal opinion is that so long as one does not speed up, slow down, swerve, or otherwise go out of their way to hit a person, they should be able to mow down any idiot who jaywalks, and for the jaywalker to be held liable for the accident and all costs related. Course, that is my perfect world, not the real world.
If you ever want to see pedestrian culture at its worst, spend an hour at the intersections along 61st Avenue around Chinook LRT. Nothing but a litany of idiots and a-holes who feel they have the right to not only cross at any time they want, but to block and otherwise interfere with traffic in any way they want. The city could park one cop there every day and make a million dollars a year fining those morons.
I can't overstate how annoyed I am at the City for putting up those "yield to pedestrians" signs around that area. Why not a "don't cross on the red or you deserve to die" signs for the idiots who think sneakers makes them immune?
Of course, for the complete opposite problem, there is the intersection of 68th and Elbow, where the worlds dumbest drivers congregate and generally believe that pedestrians legally crossing in a marked crosswalk should get the hell out of their way.
