You hire someone who is good at that role as your head of scouting or player personnel.
The GM needs to be a planner, negiotiator, horse trader, spokesperson/communicator and have player evaluation skills.

Yes, but read Burke's comments. Much of those things will be his domain and he is looking for a GM to do the things he doesn't want to do. He also said that drafting and developing were key aspects for the GM candidate.
Planning especially, and blueprinting the team, will be primarily Burke
