I finally found the exact link:
A “caution” symbol, either an illuminated orange outlined flashing hand or the words DON’T WALK. When this symbol is illuminated and flashing, pedestrians should not start to cross. If pedestrians are on the roadway when the symbol begins to flash, they will have suffi cient time to cross the street before the traffic signal turns solid orange and traffic proceeds into the intersection

So it appears if anybody ever got a J-walking ticket for that; they would have a defense.
