yep. A lot of people have been deterred from riding the paths because they can quite easily do 30 km/h (esp if you have a tailwind). A 20km/h limit is a joke, especially in places where there are separate paths for peds and bikes/bladers.
I'm lucky as the paths I use are generally deserted. I know they have ticketed lots of people on the river valley pathways.
