I am surprised that it happened mid-season, but like others mentioned, when Burke was hired, he was hired to eventually make changes. It makes me think that make Burke has someone in mind and couldn't afford to wait on it.
Weisbrod had been good, but I suspect Burke wants to let the new GM pick the people he works with. I wouldn't be surprised if Weisbrod is still a candidate though.
Hartley is probably a dead man walking right now as well.
