Like so many things in our society, they are technically covered under our criminal code but it's not worth their while to actually investigate and prosecute petty instances like this. I used to work in legal research however, and I do recall cases where "repeat customers" were arrested and prosecuted for continuously perpetrating return fraud.

For anybody who is afraid of admitting to dumb things they did when they were a kid (shoplifting, etc.), don't worry. IIRC, you are protected by the statute of limitations.
