I have little doubt that Dale was poking around in Ford's backyard and appeared to be taking pictures while his kids were there. Did you read the linked article? According to the police investigation into the incident, Dale did not trespass on Ford's property, nor did he take any photographs of Ford's home that evening. He also had a legitimate journalistic reason to be there (he was assigned to investigate a story in which Ford was requesting to buy a patch of publicly-owned park space adjacent to his home).
