CIS is a higher level than major junior. Heck it's the players who played major junior that are using their team and league scholarships combined with what the universities are giving them for one sweet ride for free education.
When the world juniors were in Halifax, team Canada was playing close games against AUS all stars. So that's the best 18-19 year olds in Canada were in par with the best players from the small pool of university players in the maritimes (keeping in mind the fact that CIS are the players that don't go pro at either the NHL/AHL/ECHL/Euro leagues).

Back on topic NFL on TSN could be good for the CFL if they cover the CFL giving it focus and giving the average NFL fan the ability to understand the rules with a captive NFL audience. Could work better than NHL & CFL.
NFL on TSN and a greater focus on baseball (if possible) and junior hockey, TSN should be just fine.
