I don't think CIS football (or hockey, or any other sport they play) will ever be much of a draw as far as mainstream sports audiences in Canada go. I put CIS sports in the same category as women's hockey, although that probably seems odd at first glance. Canadian's love hockey, we love women, so why haven't any of the various women's leagues taken off? IMO, like the CIS sports, the skill level in women's hockey is simply too low as compared to other similar products on the market.

Canadian's will watch Junior hockey (and even that, aside from the WJC and maybe the Memorial cup, in very limited capacity) because the skill level is fairly decent and there is something neat (to more "hardcore" fans) about watching young players develop as (some of them) grow into pro's.

Maybe I am wrong and there are enough diehard CFL/Canadian football fans to support a ramping up of CIS coverage, but I'd be pretty shocked if I was. If CIS football was in demand I would imagine more people would go and watch it live.
