That's just not true. I count 8 teams that had more than one top 3 pick within a couple years since 2000 (9 if you go back to 99 and include the Canucks). Only 2 have won cups (Chi, Pitt), and one team did it twice and hasn't gotten anywhere (Fla). Unless you're drafting Crosby, you need a lot more than a couple bad years. Since the lockout, 7 teams have won the Cup. Only 2 had multiple top 3 picks.
It's just not true, yet I hear it again and again.
Rebuilding is necessary. Tanking is a bad idea
