If you don't have the mobility to get your car out of its parking spot when it snows (or any of the other reasons you have listed), you could always take 5 minutes and realize that you live on a snow route and a huge snow fall is projected and move your car off the route before it snows.

That's the thing here. You live on a Snow Route. If you don't understand what that means by now, that means you have multiple tickets to show for it. You would have to have brain damage not to have made the connection.

People need to be responsible for making sure their car isn't on the street during this time. If they think that have all these excuses like you have listed and it exempts them from getting a ticket, then why would they ever put the minimal amount of effort into making sure their car isn't in that situation.

Heavy snowfall warnings were around for pretty much 48 hours before hand, and the long term forecast indicated there would be snow early in the week. There is no situation, baring you being dead or in a coma, that gives you a reason not to have your car moved.

If you are out of the country for 2 weeks before hand, park somewhere else. It's winter, and it snows during this time of the year, it isn't rocket sceince. Its not like the city put up the snow route signs last week. If you don't have any alternate parking, because you turned your parking pad into a flower bed or filled your garage with used dildos to sell on Ebay, then find another place to park.
