I watched part of the Talking Dead after and they talked about why Herschell was smiling right before his head got cut off. He was happy that all of his talks and all of his wisdom to Rick had paid off. It was clear that Rick was a different guy now and not driven by rage and had his conscious back. Rick's line about how everyone there had done unspeakable things to survive, but that they were all still alive right now and it could stay that way. I think that is the take home message that Herschel was so happy to hear. He brought Rick back and was happy for it.
