It also depends on what CBC's mandate is. Are they supposed to be making money, or are they supposed to be promoting Canadian content? If it's the latter, then I'd argue they get to achieve that with this deal without actually spending any money, which in turn means it's probably worthwhile to CBC and to Canadian taxpayers.
