Because the NHL is your partner and entered into the deal with you to extend viewership and consumer choice, not to contract it. The deal is to broadcast NHL games in Canada, not to broadcast NHL games to Rogers customers.
Under your scenario, I guess Shaw and Telus would also no longer get CI or Sportsnet channels, since Rogers can't sign up customers in western Canada.
