I'm not sure how much ahead in those areas Rogers is compared to Bell. Internet, maybe? Cable vs. satellite? Not sure.
I honestly think that what happened is that Rogers came forward initially with its best offer, while Bell may have been preparing for more of a process. That's just based on impressions from what was said in the presser and reading some articles. No idea how things really unfolded behind the scenes.
