If CBC were to just bid up the price and ultimately lose, I agree. However, the current situation (where HNIC is a money-generator for CBC) is better than the situation will be under the new deal from a taxpayer perspective.
Currently, the gap between the broadcast rights value and what CBC is paying is captured by taxpayers. Under the new deal, the gap has shrunk (NHL has recaptured value) and any part that might be left gets captured by Rogers.
