All of the quotes are in the context of the national broadcast games though. This deal is for national broadcast rights. Regional broadcast rights, or per team broadcast rights, are still a thing.

In your example, once the Jets regional contract expires (8 more years I believe), the Jets could then sell their regional contract rights to whomever. Same as when the Flames/Oilers regional rights expire in 2020.

When the quotes talk about "No more regionalization of games or local blackouts, they're talking about HNIC "national" broadcast scenarios where (depending on the schedule) Canadiens fans would see the Habs/Bruins on CBC, english East of Manitoba would see the Leafs/Sens, and fans Manitoba and West would see Flames/Jets in the early slot. while CBC coast to coast would show the Oilers/Canucks game.

Under this new agreement, for the early games, french of Habs/Bruins would be on TVA. English of Habs/Bruins might be on CBC. English of Leafs/Sens might be on Sportsnet One SN-Ont. Flames/Jets might be on SN-E, SN-W, and SN-P. Late game for Oilers/Canucks would be on CBC.

For all of those games on Saturday night, viewers could pick the channel for the game they want to watch and watch it, regardless of their location. All broadcasts on the designated nights (Wed, Sat, Sun) will be truly national. The only catch could be if the viewers TV subscription carries all of the necessary TV channels.
