In respect to the bolded, isn't it equally likely that he/they have had similar meetings with similar comments in the past, that never got captured on video. (Phones with quality video recording are a relatively new thing, after all, and he would have presumed the members of his little gathering were trustworthy)
He could be experienced bringing venal tactics to politics, but unused to getting called on it.
