Who says the gov is turning good?
I lliked the episode, kinda showed how crazy this world has gotten, and how everyone who survives can get a second chance regardless of how bad they were.
I still don't think the gov is in any way turning good, he's just surviving, and the little girl reminds him of his daughter. He'll still screw over his old crew when he gets the chance, and he's going to do everything he can to bury Rick and crew.
