And that could put the body-rub business in conflict with future city rules, since the city is concerned about kids being close to adults-only businesses, says the appeal from P. Thomson.
The city has a freeze on issuing new body-rub business licences until Jan. 31. City council approved a seven-month moratorium on new body-rub parlours in June.
