As the article I linked mentioned, that is part of the problem. IF developers can utilize the eSRAM efficiently, then they could close the gap with the PS4. But that adds a layer of difficulty to development that the PS4 doesn't have, it's like the last generation but reversed

Both the PS4 and Xbox One are PC's at heart, they use the same architecture and follow the same development process. And in the world of PC gaming the machine with more horsepower always wins
And as for your iPhone/Android comparison, the reason that the iPhone is a smoother experience is because Apple develops the OS for a single hardware platform, while Android is on thousands of different types of devices. Yet both consoles fall into the Apple camp in this scenario (one OS for one piece of hardware), so your argument has no point
