Not saying it's a good thing, but he's left them no option. They need to separate themselves from him and need to put pressure on him somehow. He's crossed the line where any other normal employee would be gone, but yet he's got the power to stay. He's crossed the line proving he has no respect for the office, for the city, and for his co-workers. Why should they respect him?
I agree, they need to get work done, and this makes it even harder. Perhaps they should be bigger. But at this point getting rid of Ford really is priority number one anyway, so actions like this could be important.
It's not ideal, but I fail to see how this makes council look bad.

it makes them look childish. Ford is a buffoon but they are just coming off like a bunch of elementary school kids.
